The British Early Support Programme (ESP) demonstrates one way of closing the gap between expectation and reality in the delivery of children’s services, highlighting the added value which the not-for-profit sector can bring to the renewal and modernisation of public services. The passion charities have for representing the needs of the user, combined with entrepreneurial spirit and ability to innovate, offers added direction and dimension to public service delivery.
RNID has successfully developed new ways of advocating for, then delivering modernised children’s services in partnership with Government and service providers. This work has enabled RNID to draw key lessons for the future regarding closeness to service users, focus and continuity of commitment, flexibility and speed of response, clear solutions, targeted funding, and demonstrating impact.
In addition to ESP, there are many other areas of education service provision where the voluntary and community sector could use a similar approach to effect radical change. The approach taken in early years provision could easily be applied to other children’s services higher up the age range, especially given the Government’s strategy for modernising children’s services.
